My hard drive crashed and I need to reinstall XP PRO but my computer does not start on the CD

I went into the BIOS and changed to start from the windows xp pro disk but no matter if I put in the pro or the original disk, I get 'disk read error.  CTRL Alt Del to restart.  BIOS can see how much space is left on the hard drive, so it's there, and BIOS knows I want to boot from the installation disc, but it doesn't.  What I am doing wrong?
