    Only your iPhone needs a SIM card to do the upgrade, you will not be asked this question when you update your iPad unless it's an iPad GSM. I wouldn't do the update again as IOS 9.3 has serious bug (s) to fix first.

    It seems that if you have the iPhone version, intended for use on the Verizon network. If so, it is not locked. However, this does not mean that it will work on the network in your country.  Phones, designed to run on the Verizon network use strips of LTE 13, 4 and 2. It seems that the AIS uses 3 and 1.

    Verizon only lights up iPhone 6 / 6 + and 6s / 6 s + tmobile.

    The thing is, I want to activate now just so I can use it to take/image bank, perhaps store a few songs, maybe play some videos.     HOWEVER, when I tried to activate it, I reached a road block.     The screen says "SIM card required for activation."

    As I said, I don't want to use this phone to make calls.    I already have an iPhone 5 with a service through AT & T plan.

    So my question is, "buy a cheap SIM JUST to activate it and then use it for the above mentioned reasons?"

    Or y at - it another way I have to take?

    The SIM card must not be active. You have just to adapt (and the phone must be locked, come from a carrier whose phone is locked). So, if you have one that fits, you should be able to use it. AT & T can also be able to give a. Or borrow one from a friend. Once the phone is active, you can take it out.
