  -essentially them turning off for about 10-15 seconds

  -and then feed the router back on waiting for all the lights turn on completely

  If it is Windows Vista or Windows 7 operating system, then select and double-click Printers & peripherals.

  Double-click the icon for your printer.

  With my operating system Windows 7 and PhotoSmart C310, I see the following picture. To the right of the image of the printer when you see that it says ready, there is a click i. on the i to display the printer properties window.  If your printer is offline, it will say offline, then you will need to click the printer tab, and then clear the Use printer offline.
