My taskbar in Windows Vista Home Basic stops working.

I am running Windows Vista Home Basic with 2 GB RAM and 1.60 ghz. My taskbar, always crashes (stops working) when I set my volume or just even click on it. I get this little window saying to restart, close it or wait for the program to respond. I click on the restart and wait until it restarts, and then it happens again in no time. Whenever it freezes I also dropped the notification volume and networking. I need help because this is starting to frusterate me. Please if someone knows how to fix this problem, please share it with me. Thanks in advance.

I have this question almost HOURLY. I want a fix.

So far, this works:

1. press CTRL + ALT + DELETE.
2. click on Task Manager.
3. click on the processes tab.
4. click on the explorer.exe process.
5. click on end process and then click on end process.
6. click on the Applications tab.
7. click on new task.
8. type explore into the Open box and then click OK.
