  One thing that might work is to use another PC and download the free version (click on the blue button) malwarebytes Antimalware (MBAM):

  The installation file is named:

  mbam - setup.exe

  Rename the file to something like jesika.exe

  Then transfer it to a flash drive.

  Then, start your PC in Safe Mode (with networking, if possible), copy the file from the flash drive on your PC and double-click it to install it.

  If you are able to use the safe mode with networking, you have the advantage to download the latest antimalware definitions.

  Otherwise, install and run in plain old safe mode; It's better than nothing.

• Accidentally by default of the same program for all programs

  I tried to open Dell Webcam central because it did not work. I have a click right and select open with, then select default opener. I have not noticed that the box that says something in the sense of "make default for all programs" was checked. Now any time I try to open any program, it opens the webcam.

  I tried to do the system restore, but received an error message about a file problem. He said to try to disable my antivirus, which I did and it still doesn't work.

  What antivirus/antispyware/security products do you have on the machine? Be one you have NEVER on it
  machines, including those that you have uninstalled (they leave leftovers behind which can cause strange problems).
