I am not able to uninstall a file youndoo of the control panel.

A few weeks ago my drive hard out crapped on me and I bought a new one. I installed Vista on it and thought that I installed all the drivers. Yesterday, I had to use my bluetooth and noticed that it has not been installed. After knowing that I need a patch for it, I was able to connect my phone to my computer. But now the icon is not in the control panel so that I could easily adjust settings or view paired devices. I can only adjust the settings of the icon in the bottom left of the taskbar. Whenever I try to view paired devices I get the icon of waiting and then nothing happens.

Ø what service pack is installed on your computer?
If you don't have SP2 on your computer, you may not be able to see the icon in the control panel. Try to install SP2 on your computer and check the status.
OR
You can uninstall the device blue tooth from the Device Manager and restart the computer that will install the generic drivers, then check if the icon is listed in Control Panel.

Not able to connect the second monitor
Original title: Second monitor visible only on the first plugin
Implementation:
New (Nov 2014) Lenovo PC
AMD A8 H535
Windows 8.1
AMD Radeon HD D 7560 w / VGA output and an HDMI output
Two HP w1907 monitors (resolution is identical on both screens - when they work together)
Question:
Last night I plugged my second monitor to the HDMI output with an HDMI adapter / VGA of the Amazon ( adapter ), plug the monitor into it has not come and via the control panel (I tried both via the control panel and some change PC settings) could not detect the second monitor. Then, I went to the HP website and downloaded the drivers, but to no avail. Then I reached down and unplugged the second monitor and resettled to make sure that there is a link, this solved the problem. The monitor came and no further investigation was necessary. However, this morning I woke up the computer to a single monitor and still unable to detect the second monitor. Only when I unplugged and re-inserted the link it works.
I'm at the end of my rope and need help with this, thanks in advance for any help you can provide.

Unable to access the control panel in Windows 7
When I try to open the Control Panel, the icon appears in the taskbar, then I see the control panel real screen disappear off the coast to the right of the screen. "When I click the icon on the taskbar again, I can see the screen"Shuttlecocks"back" but it will not be open on the screen, so I can use it no matter what I try. What is the cause? I was able to use the control panel the day I booted up my new PC, but have not been able to use it since then. Nevermind, I resolved. Found the settings indicating that I had two monitors put in place. Once I put it to a monitor, the problem has been resolved. Have a great day! Just connect "newbie to Win7" :-)
