Not restart and not able to install vista, cutting frequently

My computer toshiba laptop satellite cutting frequently, I thought that it is a virus problem and tried to format and install vista again several times, but is not able to restart, when you restart turn off until windows appearing, is this a problem of viruses or of any material DEFECTS, I also noticed that becomes fire, we feel it when press on the button can anyone give me a solution?

It sounds like you are not booting from the disc but on the hard drive.  To access the options of environmental recovery and the installation option (this is a clean install, made that way you will lose everything on your hard drive, including your data), you will need to boot the disk.  You may need to change the BIOS to do first the CD drive in the boot sequence to boot from the CD.  To do this, hold the screen that tells you the key F to push to enter the menu start or start of installation.  Push it quickly. Make the changes, save your work and exit.  Put the CD in the drive and reboot.  When you are prompted, press any key to boot from the CD.  You're not actually getting Windows - it will not appear until the drive is running.

BTW, you can use Knoppix http://www.knopper.net/knoppix/index-en.html with a good ISO as Copier: http://isorecorder.alexfeinman.com/isorecorder.htm as well as a blank CD.  Boot the disk.  This should give you enough access to the system (if you do not have any other means) to backup your important data (if you have a place to put it).
