Open a. SWF in Internet Explorer by default

I have a situation in which I have a .swf file. I want the end users to display the .swf file and not the HTML file because the .swf can be resized. I entered in the properties of the default Internet Explorer and .swf file "Opens with" set and then clicked OK. On my machine it opens fine under IE immediately. The rub when others in my Department and go to see him and he opens the dialog box 'Open with' to select a program. A lot more people are going to be look a this, and not all of them computer savey, so knowing not what program to use or why they are asked. I would have them use the Flash Player but for some reason, they do not have that. I know that everyone will have IE.

Question:
Is there another way to make the default program to open the .swf file in IE?
Is there an actionscript in flash to do this?
Is there another way to display a .swf file, so it can be enlarged to the size of the screen?

Any ideas, suggestions, comments are greatly appreciated!
