Open no longer appears in the context menu

I'm under WinXPSP3.  My main administrator account has 'open' at the top of the context menu for applications and shortcuts.  However, other accounts have 'Run As.... "as the only option ('Open' is nowhere in the context menu).  I have DEP off, but it seems to make no difference, given that the "Run As" dialog box... "appears whenever an application or a shortcut is executed.  Any ideas how to get the context menu item 'open' to reappear and to get it so that the action by default when double click on an icon or select an icon in the menu programs?  Thank you.

    No, it does not appear in the context menu in Windows Explorer.  That's the problem.

    I found that pressing the Shift while clicking on gives a different context menu that does not contain the option. I have no idea why it does not appear in the contextual menu.

    OK, problem solved. Here is the solution:

    -When the popup appears entirely because the finger was published the listener to activate slot is called indicating released finger. Problem is ListItemListener example in the docs went something like this:

    void MyItemClass::activate(bool activate)

        select(activate);
    }
    

    Who calls the select slot and it says to turn off. That's why it's happening. Don't know how much this has changed, but this is the situation.

    To fix it I removes the code of slot() activation which allows the selected list item, but a new problem pervades: the element can not get deslected. To manage this I created an instance of ContextMenuHandler(), connected the visualStateChanged to a slit and searched a State ContextMenuVisualState::AnimatingToHidden clear the selections of the listview. So far so good.

    So, I thought about it. It indeed is a corruption of the menu prompt integrated (that I didn't know existed until I started to search for this problem).  The problem and the fix is here:

    There is a key called "command" in HKCR\Directory\shell. Delete the key "cmd" under "shell", and then adding the following code appear to have solved the problem.

    Very strange.
    Make a right click on the email list should open a menu drop-down.
    Usually a line crossed through something means that it is marked as deleted in an imap e-mail account.

    See if there is a conflict with an add-on.
    Restart Thunderbird in safe mode.
    Help > restart with disabled addons.

    then run the same test; Right click on the email list.
    Do you get the drop down, if so, then one of your addons is the origin of the conflict.
    You'd have to disbale each in turn to find what the problem is.
    Maybe the addon should update.
    Report on the results.
