photo shop elements 7 vs light room which one to buy?

Well Ive looked at a lot of tutorials and both seem to have a few cool feateures.  I'm a frame to the photo editor.  I can't decide on which program use.  Use photo shop conductive 3 for a few years, I'm not fine with it.  I took courses on photoshop cs and found that it is a program much more than I have the time to learn.  I want to be able to organize adjust and share my photos.  I want to be able to take several pictures and turn them into one.  Both programs can work together?

I have about 8000 photos that I'll have to re-import, tag and organize I all too well uprade or changing the programs before I take the time to do so.  An entry form anyone who has used both would be greatly appreciated.

    Cross site scripting has a bug which seems to think that ie10 is IE1 (which is hopelessly outdated). If the download stops. Has been reported several times at Adobe, but not fixed - or even recognized by Adobe - yet.

    Workaround solutions:

    1. Use the compatibility mode in IE10 (change in IE9) to deceive the Adobe website suggests that you use IE9
    2. Use another browser.

    I have a new top of the tower with the Windows 7 operating system and that you have installed Adobe Elements 9.  I have a .jpg picture files on my hard drive.  I followed the steps to find in importing the photos.  When I click on my pictures files and Organizer file Elements 9 stipulates no files were found.  I can see the photos in the files and know that they are there.  Help!  Adobe have never consumed for photos, this first step is very frustrating.  I've not found applicable aid seeking help included & tutorials.
