  However, I was still having problems to update Pixel Bender Toolkit 2.5.  It turns out that it is a known problem with a fix. I did it and it worked.

  Just thought I would add that in case someone else was always a problem.

  Just in case you are still interested in a solution, found an easy way to do it. Reset the clock to October 1, 2011 and retry updates. Works like a charm

What happened several times. Just finished a clean install of the OS (Win 8.1) and CS5. Displays the Update Manager, created the required records. A subfolder for each of the CS5 applications created in the AAMupdater folder.  Each of the applications was a subfolder, but contained only an XML file.

  I have upgraded to Windows 10. Installation of the Adobe Suite CS5 Web Premium.

  All was well with CS5 and install Active programs, and all have been opened for the initial check.

  Adobe updater downloaded and requested updates post install routine. Everything downloaded 100%

  More updates succeeded, but Adobe Illustrator, Adobe Flash, two others could not be updated.
