Pictures 'library of repair' Dungeon on alternate user logon

just upgraded to 10.7.5 to El Capitan 10.11.2. For the most part works very well except for the pictures.

Photos updated since iPhoto ok but now have a problem. My partner and I have a Word to say to login, UserA & the UserB.

If UserA connects and starts the Photos they get the process 'fix the library' passing, this completes Ok and then UserA can start and stop Photos without problem. When UserB later connects and starts the Photos they get the process 'fix the library' passing, this completes Ok and then UserB can start/stop Photos without problem.

If UserA connects then they get again the process of "repair of library". and so on, each time that the user logged in alternates.

tried repair permissions (Apple and TechTool apps) but then they seem to work, they don't get rid of the problem.

have also tried to create Photos new library with the subset of our photos, but same problem happened.

Anyone got clues?

Otherwise it's back to 10.7.5!

Where is the library? IN a shared folder? It must be on an external drive that is set to ignore the ownership and permissions.
