Pink points everywhere in the Photoshop CS4 workspace?

I don't know exactly when it started because I discovered only today when I went to edit some images, but my Photoshop CS4 workspace is covered small pink dots. It is only in the workspace, menus and all look good. I think it might have to do with me after having updated Windows 8 to 8.1 recently, but I'm not 100% sure. The points appear only when there is a file open (even if it's a void that I made it especially for testing), points do not appear if no file is opened. They are also apparently because I edit the image, and basically they are driving me crazy. Anyone know what could cause this or a way to fix it please? Go in Edition > Preferences > Performance and uncheck use Graphics Processor.  Restart Photoshop.

    Everytime I open my Photoshop CS4 I get the following pop up:

    When I load an image file that I get this pop up and my Photoshop closes:

    I am running Vista and have had CS4 since it was released and never met with problems. I have a NVIDIA GeForce 7100 which is updated, and the GPU acceleration is enabled in my Photoshop.

    If anyone can suggest what might happen and how I could fix it, I would be very happy!

    I would like to start by resetting the photoshop cs4 preferences:

    Hold down the Shift + Ctrl + Alt keys right after the beginning of the launch of photoshop cs4.

    Keep possession of the keys down until you get a dialog box asking if you want to delete the adobe photoshop settings file.

    Before you try to reinstall the software make sure that adobe reader is not installed. If it is delete. It has caused problems in the past with vista and CS4 installs.

    You can also disable windows Defender and all antivirus software. You can keep UAC Windows 7.

    Make sure that you have installed the Photoshop CS4 11.0.1 patch and you have the latest video card drivers as this should solve your brush (unless of course you hit shift caps lock by accident)

    To temporarily turn off the pixel grid, you can use Ctrl + H. If you want to turn it off permanently, deselect view-> see the-> pixel grid
