  You need at least 13 elements Photoshop in order to adjust the camera raw plugin that will support your camera. You can use the DNG Converter if you don't want to upgrade Photoshop Elements. I recommend that you use the latest version of the DNG Converter. There are options you can set that will that DNG files will be compatible with the software you use.

  However, the CR2 files are different for all models of Canon cameras. The answer to your question depends on what camera model Canon comes from your CR2 files.

  Camera Raw should be updated every time a new camera model is pulled out while Camera Raw is always being updated. If your Raw files from new camera, your version of Camera Raw is perhaps not new enough to read Raw files. The version of Camera Raw you need may be incompatible with CS. If this is the case, then you need to use the DNG Converter.

  CS6 can only be updated up to a maximum of ACR 9.1.1 to install cab 9.3 in CS6, attempts fail.  You can check which version you have by any plug-in / Camera Raw (I think on a Mac).

  You can register CC (LR+PS@$120/yr=$10/mo is the least expensive) or use the DNG Converter to DNG for raw files and the DNG, but not the native raws, open in your older software.

  Once done, launch Photoshop and click Help > about plug-in > Camera Raw.

  And check the version of Camera Raw, you see there, it should be the most recent.

  The ACR 7.4 700 d or newer of the 70 d (if there was typo) requires and ACR, 8.2 or newer.

  PS CC 2015 as the title says needs OS X 10.9 or newer so PS CC 2014 is the most recent CC PS, you can run on your 10.8.

  11 elements of Photoshop that supports RTAs 7.1 also supports ACR 7.4, so you should be able to update your PSE11 to 7.4 of the cab and open the 700 d raw files.

  It is unclear why your PS CC 2014 cannot be updated at least 8.2 RTAs that must run on your old operating system.

  I would be completely uninstall the PS CC 2014, reboot, then reinstall and use the help / updates to see if you can get a new Camera Raw plugin that works.

  Unfortunately, PES 10 cannot use the necessary 7.3 or newer plug-in camera raw, a need for the Canon EOS 6 d cr2s camera.

  First of all, the D90 was supported in Camera Raw 5.1.

  Open Photoshop and click on Photoshop (Mac) or help (Win) > Plug-ins > Camera Raw to see what version you use.

  Photoshop CS4 comes with Camera Raw 5.0.

  Try to update Camera Raw in Photoshop to 5.7 via help > updates.
