  You don't have to do anything.  When you open your iPhoto library with the new photo app that the existing library is migrated to a new library of Photos.  However, as with any operation should have a current backup before proceeding.

My phone says I have 0 bytes of storage on the left which is impossible because I deleted more than half the apps that I had to get more storage. I went from 1.9 MB of photos to 900MB. As I was deleting photos and apps my storage space is down and now says that I used all my storage but there is no since. I don't know what to do from here.

  Looks like two separate issues. Difficult to follow.

  You do not download the new version of iTunes on your phone.  Download you on your laptop.

  11.4 is perhaps the latest version of iTunes available for the level of OS X that you run on your Mac, but the devices running iOS 9 require iTunes 12.2 or later to synchronize.

  It seems that your computer is able to access the iTunes Store, but your phone has trouble doing the same thing. I suggest you look at the section of iOS of the following article on this kind of problem. It may seem like a lot, but it should help you get this resolved:

The only way to fix this is to go to https://iforget.apple.com to retrieve the password of your Apple ID, or remove the purchased/downloaded content with this ID, and purchase/download with new Apple ID.
