PS CS6 zoom sometimes affects open images

I'm trying to figure out how to reproduce this problem. It's on Win7 x 64 with PS CS6. On a little frequent basis, when I Zoom in on an image open, the same zoom magnification will apply to all the other images, I opened. When this happens, and I have several open image files, you can imagine that it is annoying to have to reset the view to all open images.

Seems like the legacy of zoom sometimes happens when I drag a layer from an image on another window open an image that is at a different zoom magnification. But it doesn't happen every time.

If it is a 'feature' it please tell me how to avoid it or turn it off.

Select the Zoom tool and see if this parameter is set in the box options:
