purchase new camera, what photoshop product do need me?

I think buying a NIKON d4s or NIKON D500 soon. They use all two XQD and Compact Flash cards and I need help?

My questions are on ADOBE Photoshop Elements 7 & 13 items or items 14 MORE "PHOTOSHOP COMPLETE."

QUESTIONS; - process of can Adobe photoshop ELEMENTS 7 (IE. EDIT and manipulate) XQD folders and/or files Compact Flash? -I read that the NIKON D500 also uses SD cards?

The question on XQD/CF "files" would be one for your OS and attachment hardware.  If your OS/hardware can read cards software running on the computer should be able to.  XQD maps use a special player for high-speed data transfer.  If you do not use this equipment you might as well use the XTC cards have the same capacity, but not as fast.  You still need a compatible XTC card reader, but most is today well that lend attention to the form.

Are you planning on shooting raw or JPG video stills or simply?  You will need the latest versions of Adobe software to work with the D500 or almost the newer raw files to read the D4S.  Basically, the software must be more recent when the camera was first available for public sale and Elements 7 is much older.  PSE13 can work with the older D4s.  PSE14 can work with the D500 more recent with the latest updates camera raw.

For the raws, I'd get an annual subscription to Adobe Plan photography that has CC with Lightroom and Photoshop CC for $120 US per year, paid monthly at US $10 / month.

If you make the video then maybe you want the full Suite of Adobe for $600 / year billed monthly at $50 / month.  You would use first Adobe and After Effects with your videos.

For reference, here's the minimum Camera Raw plugin and versions of Lightroom to support each camera, you are referring to.  Basically the D4S has been supported for a few years and the D500 for a few months:
