Unfortunately, we are beginning to see occasional reports on the MS Community forums of such behavior involving MSE and Security Center - usually, but not always involving XP.

If the MSE icon is green then you should be protected and cannot ignore thisSecurity warning center. The question seems sometimes resolve spontaneously after a few days.

Many users of Kaspersky have this same caveat, but this is a simple hoax. There is a fix to get rid of the pesky warning permanently:
Try these steps and see if they help:
Step 1:
1. temporarily disable the WMI (WMI) service in:
a. start > run
b. type: "services.msc".
c. and there find/stop WMI
Step 2:
Then delete the folder C:\windows\system32\wbem\repository
Step 3:
Restart the WMI service using the same procedure that you used to stop and restart the computer
It's probably the Windows Security Center that falsely says he is off, you're not the first and it happens to all Anti Virus software brands.

I have problems when sending emails on Outlook Express (Windows XP Home) told in the Outbox, even if they were sent. What can I do?
You have apparent dbx file corruption.
Spend most of your messages out of the Inbox and then create new folders to send and sent items box after having moved the messages you want to save to a local folder that you create.
Tools | Options | Maintenance | Store folder will reveal the location of your Outlook Express files. Note the location and navigate on it in Explorer Windows or, copy and paste in start | Run.
In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.
With OE closed, find the DBX files for the items in the Outbox and sent and delete them. New ones will be created automatically when you open OE.
After you're done, followed by compacting your folders manually while working * off * and do it often.
Click Outlook Express at the top of the the folder tree so no folders are open. Then: File | Work offline (or double-click on work online in the status bar). File | Folder | Compact all folders. Don't touch anything until the compacting is completed.
General precautions for Outlook Express:

The "Malware Protection" part of the Security Center Windows has stopped working.
When I start my computer, I get an alert from my Windows Security Center that Windows Defender is disabled (it isn't) and that my anti-virus is turned off (it is not). All other sections of the pole security running OK. This problem started about 25 April 2010. I have Vista 32 bit Home Premium, I have Spyware Blaster, Windows Defender, and Ad-Aware, I was using Panda Cloud antivirus. When the problem started, I uninstalled Panda and installed AVG free. I also installed Malwarebyte s anti-malware. I have run in normal mode and in safe mode and not found anything. I also ran Windows defender. The only modification made before the surfacing of the problem was that I've updated Spyware Blaster to their new version. Does anyone have a suggestion?

They show a manual or automatic startup type.Here are services and their startup types:

If all these services are displayed as I pointed out, you can make a visit to the Windows updates and you can get the updates successfully?

No, only the security accounts manager isn't Security Center.
The next method is to restore the missing Security Center service.

The Windows Security Center error message: could not start the Security Center service
I did disk cleaning, defraged, ran Malawarebytes and defender of the window, unexpected uninstalled programs, all my updates are current, delete all but the most recent restore points and ran the System File Checker tool Vista who finds some errors file that it could not fix.
When I try to turn on the windows Security Center by clicking on turin on, I get "the Security Center cannot be started."

If you have the records as protected against copying, you would be able to read them after upgrade to Windows 8 Windows 7. In this case, the DRM (Digital Rights Management) keys are restored when you perform an upgrade rather than a new installation.

Try the methods below:
1. I would say that you stop and start the service on the computer Security Center.
a. Click Start, click Run, type services.msc in the Open box and then click OK.
