Stopped services arrested more than I expected, and I can't begin their return.

At 02:00 every morning my laptop would start hogging my internet connection and resume normal operation after about 20 minutes.  After excluding the defender of windows etc. as the culprit and inspect the network connection to the help of perfmon, I found that services AeLookupSvc and Appinfo in the netsvcs group with PID 320 as the culprits.  On the services in tskmgr tab, I disabled both of these services.  Now, each activity that has the multicolored shield beside it, including performance monitor and other activities returns either "operation could not be performed. "Service could not be started because she is disabled, has no enabled devices associated with ' or no action.   Trying to start two disabled services shows the same message. By clicking on the services tab gives no answer and I tried to use the system restore and got the same message, this time with the error code 0 x 80070422 as well.

Obviously my computer doesn't stop these two services, and I watched what did these services before I disabled them in order to ensure that it wasn't something vital, guess I was wrong, and now I'm looking for a way to undo the changes.

Windows Vista Home Premium 64-bit with Service Pack 1 and any help that doesn't cost $49 dollars (wow?) is greatly appreciated.  Do not hesitate to ask if you need additional information.

I fixed it.   Out of everything I tried, including assistance and resources from OTHER sites, the fix was simply start in safe mode.  Safe mode does not require the doomed UAC and I was finally able to open services.msc and enable appinfo, give me my back of the computer.  I guess I'll live with my connection to get used to 02:00, when I touch the wrong things happen.
