  • Looks like you have some issues causing third-party plugins installed here.
  • Holding the SHIFT key launch PS and click Yes at the prompt, see if that does the trick.

  Have you purchased directly from Adobe or from an authorized dealer? If so, contact customer service .  Proof of purchase would be useful.

  If you bought it from a third party, Ebay or Craigslist, you may have received a serial number hacked or passed around that Adobe has taken and blacklisted.  Adobe will not help you.

  Creative cloud applications don't require serial numbers for activation. You must enter your identifying Adobe and the password to activate the product. However, if you are called to enter the serial number, there is a problem with Adobe being blocked on the machine activation server.

  Please, go to C:/windows/system32/drivers/etc and open the file with Notepad hosts. If there is any Adobe-related entries, delete them and save the changes, or simply rename the file hosts for hosts.old

  It shows the message you have purchased an upgrade license, and it asks you to select the older version that you upgraded and provide older version serial number as proof that you are eligible to use the upgrade.
