  a. right click on the taskbar.
  b. disable blocking of the taskbar.
  c. now do drag the taskbar to the top and check if it makes a difference.

  I'll have the excat same problem as you with the laptop same exact, I was chatting with windows and dell customer service and neither can help. It's very frustrating because this isn't a laptop not expensive. I found a fix for it sorta, but that means that you do not use the resolution settings is recommended, so your not get 4K screen you paid for personally for me is not immediately, so a solution to this problem would be greatly appreciated from Dell.

  Unplugging brough all the windows back to life and I can now drag the main window.

  I imported a file (created with AegisSub) STL with subtitles in first Pro CC (later) and so far it worked well. The caption file is located in, I can put it on the timeline and even the time seem to be going well.

  The only problem I have is that the text on the preview window is very very small and thin (nothing compared to the text I see in all the tutorials). Also, I can not change the background of the text in the legend editor window.

  I spent all day yesterday on research on how to increase the font in the preview window so that I can edit video without the need to have a screen that is big 3x3m really comfortably.   Once decode us captioning, of any standard, it is the size that it is. We don't have a way to change the size of the police, once decoded. According to me, it has something to do with the closed captioning standard.

  I appreciate your points - I'll put a bug in Premiere Pro that the fonts for the Teletext / LSE is be decoded small - and also put in a request for Premiere Pro that the user be able to increase the size of the police after decoding of closed captioning.

  Still, Premiere Pro is not the final arbiter on how these legends will appear - check to see how other devices are reading these stories, because the font size varies depending on what other hardware or software is used to decode closed captioning.
