  It seems that for some unknown reason the authorization in the licensing folder is deleted. Please try to start one of the applications by right click and select run as administrator, it should solve the problem by doing this.

  Back up your data and clean install Windows/restore to factory State. The alternative would be to take the machine to a professional computer repair shop (not your local equivalent of BigComputerStore/GeekSquad). Please be aware that not all shops are skilled at removing malware, and even if they are, your computer may be so infested that Windows will have to be properly installed.

  Ones you mention are created by various programs for their own purposes. If deleted, the programs that created them will just create new ones as needed.

  For example:

  • kpcms is probably Kodak Precision Color management system.
  • INETPUBS is probably associated with the IIS web server.
