Should I uninstall and reinstall the drivers? Or what is the best course of action.

    You can try reinstalling the device driver and check if it works.
    Uninstall and reinstall the device in Device Manager.
    a. Click Start, type devmgmt.msc and press to enter.
    b. Locate the Microsoft ISATAP Adapter device
    c. right-click on the device and select uninstall

    2 did you a recent software or hardware changes to the system?

    You can try to perform a clean boot and check if it helps.

    As I did not immediately and there not there when bought. Its not broken, its all just annoying. Also when I right click anywhere on the desktop, in the coloum that you see, I get a link to an adult site, how can I get rid of this?

    I suggest you to check what is actually underway when you start your new A10 using MSCONFIG. This will then stop these tasks that you do not want to be started up and should prevent your error message displayed.

    I also suggest you download and install a copy of AdAware http://www.lavasoft.com (and perhaps also http://www.spybot.info/en/download/index.html SpyBot) and do a check complete of your new A10 to remove any nasties that may be hiding there.

    It seems that if the previous owner has removed some of the software they had installed, but is not completely cleaned afterwards.

    Finally, I personally use a freeware CCleaner http://www.ccleaner.com/ for utility call which is excellent to remove the pieces left over on my laptop. It must be treated with some caution, because it is a powerful utility, but it is very quick and thorough.

    You don't say what you use to install Windows XP Pro, but the normal installation media of Windows XP does not include device drivers for everything, especially for laptop/notebook computers.

    You need to get the drivers from the manufacturer of the computer (or computers that are built or made by small manufacturers, manufacturers of the individual hardware components).

    'INETCPG.dll' is not a file of Windows XP.  Do you mean C:\windows\system32\inetcfg.dll?

    You has made changes to the system before the error appearing?  Cancel the changes.

    (1) in Device Manager > right click on the driver, and then select uninstall

    Reboot and Windows will reload the driver

    (2) remove the upper & lower filters that cause errors in Code 31

    Follow these methods.

    Method 1: Follow these steps:

    (a) restart your computer if you have not already done so. There is always the possibility that the error Code 31 that you see was caused by a temporary problem with Device Manager. If so, a simple reboot can solve the Code 31.

    (b) have you install a device or a change in the Device Manager, just as the Code 31 error appeared? If so, it is very possible that the modification caused the Code 31 error.

    (c) cancel the change if you can restart the computer and then check again the error Code 31. Depending on the changes, some solutions may include:

    Remove or reconfigure newly installed unit.

    Restore a version prior to updating the driver.

    Use system restore to undo the Device Manager recent related changes.

    I have downloaded device drivers (windows could not find them on my system) using a laptop and copied computer on a disc.  I tried to install and I got an error message indicating that windows has failed.  I did a system restore to a point a few days before I started having problems.  Windows cannot successfully go back to the restore point.  I spoke with a technology computer and HP tech.  HP technology seems to think that windows is damaged and I need to remove and reinstall it on my computer.  I spoke with computer technology in my area, and he seems to think that my hard drive has failed, however I can still run photoshop and backup my system.

    Does anyone have any ideas before I m computer local tech.  3 year warranty just expired February 1, 2011.  Don't you know.

    d PC restart and all devices removed in step C reinstall themselves automatically - restart the PC once the process is complete and the problem is solved

    PS the problem the appliance was a USB2 memory card reader
