OS: Windows 7 Ultimate 32 bit with UAC disabled

I turned on my computer this morning and all of a sudden all _ broke loose. Everytime I try and open an exe file I get a security alert box Windows telling me that:

"Unable to open these files. Your Internet security settings prevented one or more current files opening. »

I read through every thread I can find on the subject, and none of the "answers" worked for me.

I tried the common next 'solutions' with no luck:

(1) right click on the exe, click Properties
Click the Unlock button
Click OK

(2) adding exe to the control panel > Windows Defender > Tools > Options > excluded file types

(3) start / Control Panel / Internet Options.
(Displays control panel Internet Options)
Click the security"" tab.
Click "Local Intranet".
Drag the slider to "Low".
Click the 'Sites '.
Click on the button "Advanced".
Enter the IP address of the NAS / SMB / CIFS / some server and click "add".
Click "close".

(4) delete the registry key - HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FolderTypes\{EF87B4CB-F2CE-4785-8658-4CA6C63E38C6}\TopViews\{00000000-0000-0000-0000-000000000000}

(5) create a profile admin completely. -This one was interesting, when I logged on the account there was no aero theme - he went immediately to the essential.

So any ideas?

I had not mentioned in my HKCU registry entry. I solved the problem by resetting all my settings IE. If something in Internet Explorer is the cause.  In fact, which fixed the problem for every user profile on the machine.

    Try this as a workaround for "your internet, security settings prevented one or more current opening files":
    Right-click on the exe, click Properties
    Click the Unlock button
    Click OK

    A related mistake seems to be "your current security settings do not allow this file to download.
    Workaround for this is: (also works for the first error).
    Create a new local administrator on your machine account
    Log inside
    Download the file.

    I found a SOLUTION and it WORKED for me:

    1. create another user (admin)
    2 switch to the newly created user
    3. run regedit
    4 navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings
    5. a click - right-> export to a root directory or public folder
    6. switch back to your original account
    7 remove the keys above
    8 run the exported .reg

    I don't know what application I installed or what caused it, but I can't seem to remove this warning.  He does NOT on my laptop Windows 8 and just on my desktop Windows 8.  How can I remove this warning when I try to move anything from my office to the trash?

    I scanned for malware using three different applications (MalwareBytes, ATF Cleaner, SUPERAntiSpyware) but also tried to create a new user and export the registry and changed my security settings in the Internet settings.  Which none has solved this problem.

    I solved this problem!

    I went to the users folder where my desktop folder was, click with the right button on it and properties, then location tab.  Move the location (the default location), and then choose all move to the new location, delete the old location and the problem has been fixed.

    Thanks a lot for your help. I finally found a way to open the PDF file by saving it to my documents folder then right-click to open it in Adobe Reader. This has proved to be a more useful to any similar future problem solution.

    Check your AntiVirus package or firewall to ensure that it does not obstruct Skype or the download site.

    What browser you download it with? If it is, try a test temporarily lower the security settings for the internet zone, and then see if you can download it. After the test, restore it to its original position. IE - tools - internet options - [security] tab - click on the globe (internet zone) and lower the slider. It downloads then? Don't forget to set the cursor when finished.

    Try to download it with another browser such as firefox or opera and see if that can download it.

    Well initially, cancel any changes that advanced SystemCare4 has implimented to your system, if it has this ability, then uninstall Advanced SystemCare4, who knows what he's going to have problems.

    Well this problem started a week ago. When computer first starts or restarts (I did not open any program still!) I get this message,

I am an advanced user (15 years and more), but it has left speechless me. If I try to open "Services", I get the same error. When I opened my anti virus, it opens but it is just a blank page. I know that my anti virus is working well.  Also if I open internet explorer, I get a blank page, if I go to a website (enter it or go to my favorites) it works fine. I've deleted all the temp, historical, cookies etc. etc. (use CC Cleaner and other programs to clean) but if reopened once again it says white. If I use help and you want to see a help topic that it is said (may not display due to problems of congestion or network, check connection) but internet works fine. I know that I have not a virus (a lot of people in the forums think it) I scanned with Bitdefender, Eset Nod32, Super Anti Spyware pro, Malaware Anti Malawarebytes, Spybot, Stopzilla, etc. etc. and did not find a virus (in safe mode) there are many people on the web with the same problem (with the same and some with different programs). This problem seems to be random (does not affect a certain program) I tried for a week now and I'm stumped! Anybody have ideas that I heard yet?

    Hi Morksr2d2,

    As you mentioned that the problem reappears as soon as you run the anti-virus program, it seems that we found the cause of these error messages at startup.  I would like to recommend that you Uninstall the antivirus & check if the problem reappears. This should also allow you to make changes on the services tab in system configuration utility.

    Later, reinstall the antivirus program.
