  As far as I know Toshiba released an official list of old Win 7 notebook series that will save 8 drivers and support.

  Ironfly, I solved the problem. The only way to do was install win 8.1 for evaluation. Now there are bluetooth devices where they should be in "Device Manager". And everything works a lot better than when I had win 7 there. I learned the hard way that the hardware and the latest drivers are not compatible with win 7, anyone trying to install on the model of victory 8 support will have no problems, things not working not properly or not at all.   My laptop works fine tho... but then I looked at the information system, it is said that this device with the ID of PNP DEVICE driver has not been installed...
