updated to IOS 9.3 and activation server is unresponsive how can I go back to my old version?

Here are the methods that I tried, after my iPad2 updated to IOS 9.3 and can not be activated.

1 - try to connect to iTunes on my laptop (latest version), failed.

2 - tried to remove iPad2 iCloud.com and restart my iPad2 go active, has no

3 - tried reloading the iPad2 sometimes failed.

So now, I would just go back to my previous version. How do I do that?
