  I tried to open the link to the page that you have shared and it opens fine on my side, it seems that there is a problem with the browser on your computer.

  It's just what it is. Muse container format can be seen on the web, so your published files are bog standard HTML and CSS. If the relative folder structure is chosen, you should have no problem opening your pages in DW. For the ease of use you can create a site definition in DW to point to your published root folder. Otherwise, you cannot mix different versions of Muse. Your new file does not open on your older version at the College.

  I just tried this widget to my and and he is able to create a thumbnail in my library panel. Seems that there is a corruption with the files in the local library.

  I suggest you remove this widget in the library panel (select the item in the library panel and click on the trash can at the bottom right) and then add it back by double-clicking the file .mulib for the widget.

  Use the new version! What you want to achieve, will work! Go to the 'Page' menu and choose 'Add another Layout' and the missed buttons are in plan view.

  2 uninstall Adobe Muse

  3. install Adobe Air v.16 from there:

  Find and download archived versions of Adobe AIR SDK

  Scroll down for runtime Adobe AIR 16 downloads and installed.

  4. install Adobe Muse CC of the Adobe Application Manager v.9.0.0.244

  When opening a project file refuse to Air update. Reject the message.

The AIR is actually a sort of base of Flash for applications, as the Flash plugin that runs SWF files in a browser. If Muse was actually a Flash application for a ling time.   This page you can read about the requirements for versions of Adobe Muse. It clearly states that older versions of "32-bit" (with AIR) are not supported anymore. So if Adobe changed air too in recent versions, it might indeed be dangerous Muse...
