Virus is preventing the programs from running

Help me please...  This is a serious matter!

My dell c400 suffered from sore virus, probably called autorun.inf,

This virus has added autoplay option righclick disks menu.
I tried several antivirus, but before I can run antivirus.exe, disables viruses and I can scan my system.
I tried to start the system through safe mode, but when I press F8 and enter safe mode. some files are loaded and just then bluscreen and restart the system.
now, I can't even access the windows...
start windows. the Explorer would not start and when I try to open the Task Manager, I get error "Manager tasks has been disabled by the administrator.
I can't even for the installation of a new window because my dell c400 isn't any cd player or any option to boot usb :(

Use the SafeMode - repeatedly, press F8 as you start - and if necessary to rename the executibles and use a .COM extension.
For example rename mbam.exe to mzzzz.COM - that could allow them to perform.

    If the update program does not run, you could try and do a scannow to check any file system errors. If this does not help, you may need to use a virtual program for older software to run.

    First of all, we run System File Checker to see if you have a corrupt file system.

    Click Start
    Type: CMD, according to the results, right-click CMD
    Click on "Run as Administrator"
    At the command prompt, type: sfc/scannow

    This will check for any violation of the integrity and repair any damaged operating system files.

    Reboot your system.

    The only question the idea of Malkeleah, that is when you put a password on BIOS, all you need to do is pop the battery from the motherboard and the password is gone. Faronics has in some programs such as anti-executable and a few other programs that may block the name or ID of a process and prevent it from running (some antiviruses have that option, such as Avast, but usually is a pain in the ass to configure)

    You try to use the package manager I link a few post above?  Otherwise, demarrer start from your DVD, type command prompt, and then follow the steps in method 2.  http://support.Microsoft.com/kb/940410
    If this does not fix it you can rename the pending.xml file and restart.  To do this, boot from the DVD and enter the command line.  Then type:
    CD windows\winsxs - press on enter
    Ren pending.xml pending.old - press on enter

    Then restart the system.

    Download the ISO on the link provided and make a record of repair time it starts.

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu.

    When you have changed that, insert the Bootable disk you did in the drive and reboot.
