  There is no version of Firefox 64-bit yet for Windows but it was Firefox 64-bit for Mac OSX (dmg combined 32/64) and Linux since Firefox 4.0

  This is much like a firewall problem.  Totally try UN-installing your 3rd party firewall product to see if you can test again.  Starting the Windows Firewall Service is providing the Services (start-> Run-> 'services.msc') screen, double-click the "Windows Firewall" service and making sure that the Startup Type is "Automatic" and the status of the service is "started."

  I have a new section where a user can add new ones to the site via a form, it collects the following information and stores them for MySQL DB: title, date (timestamp), history, attachment
  
  Some news will have an attachment with it as a pdf file I want to be able to store the path to the database when there are added, the news.
  
  If there is an attachment, I have need of the user will be able to select from a drop-down list - it must retrieve a list of files in a folder (news_files) on the server and when the news is added to the path and file name is stored in the database with the coresponding record.
  
  I already have the download of sorting part, I just need a way to read the files when they are uploaded and them disply in a menu drop-down.

  You can delete the local image files of your system drive yourself, once you have imported the Photos and they were copied in the photo library.

  I would never use the option "delete after Import. The files will be deleted until you can check if the files have been imported correctly. If you find out later, that some of the imported files are corupted and illegible, it will be repeated o toolate import, because the files have been deleted from the device. Or worse, if pictures should plant a reason any during the import, all the pictures will be lost, if you have enabled "delete after import.

  That's a problem, if you have had the greater issue one month, then the restoration won't help you to get rid of it.  You should always try to use this option immediately when a problem starts.

  On the recommendation of the antivirus, I mentioned only in case you do not have or do not want to pay a subscription.  If you are happy with what you have you can / must absolutely keep.  I do not mean that you have to go if you like what you have and it is updated and works for you.

  I would like to try then just reset all of the IE program.  In Internet Explorer, go to tools > Internet Options, then on the Advanced tab, click on the reset button of the bottom. After that it resets, restart and test.

  Photos are never stored in Lightroom. They are stored on your hard drive somewhere, instead you put them, or to the place where you education Lightroom to put them.

  This may or may not be the source of your problem, but worth investigating. Try to use any other device non-Leica and do a quick test Panorama or HDR and see if you get the same message.
