  Check: File | Work offline and in: reviews | Layout: uncheck the preview pane. Open the Outbox and delete the message.

  1. Open a Windows command prompt window. To open a command prompt, click Start , and then click run. Copy and paste (or type) that follows the command in the Open box, and then press ENTER:

  2. Stop the BITS service and the Windows Update service. To do this, type the following commands at a command prompt. Press ENTER after you type each command.
     • net stop bits
     • net stop wuauserv
  3. Delete the qmgr*.dat files. To do this, type the following command at a command prompt and press ENTER:
     Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\qmgr*.dat.
  4. If this is your first attempt to troubleshoot Windows Update by following the steps in this article, go to step 5 no proceed to step 4. Step 4 should be done only at the time the Troubleshooting If you cannot resolve your Windows Update problems after following all the steps but step 4.   It's extremely likely that you will need to replace the hal.dll and since there are seven files on the XP installation CD that will extend into hal.dll, which would you choose?  It depends on your hardware, but it is extremely likely that the problem (did I already say that?).  I've never had to replace a file hal.dll for this problem.

  The real problem is most likely that XP just can not find the file because of a file system corruption or a file c:\boot.ini afflicted.

  For this error, I would always be first boot from the XP Recovery Console and sometimes run a chkdsk-r that will fix things right to the top.

  If the chkdsk /r is clean and you have the same problem, and then re-create your c:\boot.ini file but rename the old one first so you don't build on top of those afflicted - this tidbit is absent from MS KB article that assumes too.

  You can do all this in the XP Recovery Console, but do go through these methods in this article and see how you go.

  For example, method 1 will not work if your system does not start.  You may have more luck with other "methods".

  If that doesn't work, then I suggest to provide a little more information about your system:

  Describe your current antivirus and software anti malware situation: McAfee, Symantec, Norton, Spybot, AVG, Avira!, MSE, Panda, Trend Micro, CA, Defender, ZoneAlarm, PC Tools, Comodo, etc..

  The question was preceded by a loss of power, aborted reboot or abnormal termination?  (this includes the plug pulling, buttons power, remove the battery, etc.)

  The afflicted system has a working CD/DVD (internal or external) drive?

  You have a real installation CD bootable XP which is the same Service Pack as your installed Service Pack? (this is not the same as any recovery CD provided with your system)?

  If the system works, what do you think might have changed since the last time it did not work properly?
