I used the string analyze function waiting in the Task Manager while opening a PDF file and have to wait 12 seconds... and it showed that the wait chain has been blocked by the Speech SDK. So I went to my Plugins of PDF from Adobe folder, which in my case is C:\Program Files (x 86) \Adobe\Acrobat DC\Acrobat\plug_ins and delete the plugin ReadOutLoud.api.   It seems that after reinstalling, Premiere Pro no has not been updated to the latest version. Check your application creative cloud for updates. If she says Premiere Pro is up to date, try to update Premiere Pro through help > updates... option in Premiere Pro.
