When you ask the ORA-24247 utl_http package: access denied by access control (ACL) of network list

Need your help please.

Do in the face of ora 24247 network denial of access (ACL) even after following the procedure below. It was working fine until today where I did just drop and recreate again.

    1. What is the exact error message you get?

    2. do you have an anti-virus installed on the computer program?

    3 are logged as administrator?

    4 are you trying to download the service pack manually or through Windows update?

    5. are you aware of any changes made to the computer before the show?

    Thanks for posting the script. I was able to reproduce the error locally.

    The problem is the use of the sem_apis.create_rules_index () procedure, which has been deprecated:

    You have created the function with AUTHID CURRENT_USER, which means that the function is executed with the rights of the applicant (but not with the rights of the author). You create service without AUTHID CURRENT_USER (i.e. with AUTHID DEFINE, which is by default, if you do not have a specific reason to use AUTHID CURRENT_USER) or grant EXECUTE on JAVA test SOURCE.     The "ORA-01039: insufficient privileges on the underlying objects of the view" message tells you that the user has privileges to access the BASIC OBJECTS used to generate the view. Access to these basic objects is necessary to generate the plan you want to see. To work around this, I connect as sysdba and get the second question: the following extremely verbose output

    And that's because sysdba has access to objects in the view database. You asked for a plan, and you guessed it. This verbose output IS the plan and all those that oddly named tables are presented in order to satisfy your request are included in the plan.

    Make your query using DUAL citizenship or SCOTT. Table EMP and you will not get the error.

    I have an A100 / Pro A100 series satellite laptop, what ever that means.
    Anyway, when you turn the laptop on and asked for a password, I am unable to put in number.
    It appears to the integer line, including BACKSPACE don't work.

    I can use the mouse to select and remove, but that leaves a mark of character in the password box.
    Other buttons work except the row number.

    I almost always plug my laptop into the supply line (satellite a500 1gl)
    I was wondering have you actually keep the battery installed even when using the electrical network.
    Or is it really advisable to remove the battery when you use the network?
    I didn't know if the battery should always be in place.
