Where can I find a non-corrupt desk.cpl file?

My desk.cpl file is corrupt (symptoms correspond: can not access the display properties, themes, etc.). I don't want to do a system restore and I only have a recovery disk came with the computer (this is not help). sfc/scannow not proved useful (CBS.log has no mention of my problem). Could provide me with a correct desk.cpl file?

SFC/scannow should have been able to replace desk.cpl if it has been corrupted. If you do not have a Vista
You can recover the file from disk borrow a friends and make a copy because they are not protected against copying
