white background for hours during the installation of windows 7 from the dvd hp system recovery

I own a dv7 - 3186cl and recently bought a new hard drive to replace the damaged one.  When I go to install windows 7 from the recovery of the system DVD purchased by hp, it loads a blank screen background image and stays there.

I had kept it slowed down on it for about 6 hours now.  The mouse still moves, but nothing has changed.

I ran Diagnostics on the computer before this point and he passed all the tests.

Someone help me please... I have no idea what to do

Please reinitate the recovery process. Please remove all other devices connected to the laptop. Here is the link that has the steps:
