  Microsoft Picture Manager is part of the Office 2007 and 2010 suites - I do not remember for previous versions - and has been abandoned with office 2013. If you have Office 2007 or 2010 is installed on your PC Picture Manager should be there, but not necessarily visible as an icon on your desktop or the bar of tasks or as a tile on your start screen.

  I just do drag photos on my desktop, then send them on the site. You can simply create your photo album. You also can in the on photo sharing option to put them in iCloud, photo sharing. You can also simply drag the selection to your desktop or download them from the Web site using the method they use. But the site will not be able to find them in Photos, unless it was designed to do. In any case, you should try to open Photos in order to use its library.

  Have you checked to show hidden files?  I would like to suggst confirming this is defined first, but if you are unable to locate the photo I opened Windows Explorer and type in .jpg to see if you can find it.  I know that this may take time if you have hundreds of pictures.

  If you go to the screen saver settings, you should be able to see in the settings tab where the pictures come from.
