  The only way to do it with Photoshop, is to right-click on the clip and change the speed.  So if the clip was recorded at 60 fps and you use it on a timeline of 30 fps, set the speed to 200%

  

  Applications like Premiere Pro and After Effects (and possibly first Elements) allow you to change the frequency of images in sequence by sequence.   Photoshop is a tool very frustrating to use for video editing.  Premiere Elements existed comes with Photoshop Elements for a very reasonable price.  I have no experience with Premiere Elements, but I strongly suspect that this will be an order of magnitude better than Photoshop for video editing.

  When I downloaded my videos I wanted them in HD so I used a converter to convert videos in HD. When I play in Windows Media Player, it is blurred.   It depends on the resolution on the downloaded video and the native resolution of your screen. If the movies are 320 x 240 or 640 x 480 (or even smaller size), and that your monitor is 1600 x 900 or similar larger, then the full screen video will be blurred, no matter what you do. It's the same thing as taking a wallet-sized photo and blow up to 8 x 10. The pixels are stretched to the point of not be smoother.

  I have the same chipset and I can use the external monitor perfectly.

I would be reasonably comfortable untangle a film multicamera concert full length, but what I can not understand is how to make a film of highlights of the concert using multicam without getting into trouble. I did a whole show before multicams so I do just the best editing without Miss, but I imagined if I try and make a film of highlights using multicam, it could be problematic because I use the duration of the sequence. I don't want to have manually ensure synchronization of cuts with the music. I'm probably not explain very well so I apologize. Can I jump before five minutes in a configuration multicam for the bit I want without causing problems?
