Windows 7 continues to write thousands of jpg files on c:\windows\serviceprofiles\networkservice\appdata\local\microsoft\media player\art cache\localmls subdirectory in the form of system files.

Let me describe what is happening. I used the 'get info' in iTunes to add various jpg work at the individual level of CD (i.e. selecting song at the same time) multiple.  ITunes displays the work very well and works very well. Over a period of time, I noticed deterioration in system performance and when I tried to create a disc using CMS Bounceback Ultimate image has noticed that the number of files on my hard drive had increased from 250,000 to about 1 000 000. After much research and a bit of luck, I determined that Windows 7 has written these JPGs repeatedly in the subdirectory cache\localmls of c:\windows\serviceprofiles\networkservice\appdata\local\microsoft\media player\art. These are the same files jpg, I added in iTunes. When I discovered, there are about 700,000 of these small files in this subdirectory in the form of system files which are hidden files. I was able to remove these files first reset file attributes (attrib s h - r *.jpg) and using the del command. Unfortunately, the system continues to write the same files in the same sub and a few hours, I have thousands of these files written again. I checked the system for virus/malware using the latest versions of sophos, malwarebytes, and spy hunter. There is no malware reported by one of these programs.  I also stopped Sophos and tried again but the problem persists. I have also rebuilt iTunes library by following the steps described by Apple, but this does not solve the problem. Any suggestions I can try next?

If not, perhaps, you create a batch file to run at startup or schedule tasks to remove *.jpg files that appear in this folder?

An approximate example of a batch file would be in this sense. It would be created in Notepad but recorded in a .bat file.

This is only a rough guide and may need a lot of amendments by you that I'm not familiar with batch files, but it shouldn't be too hard to do.  The batch by operating manually or in scheduled tasks file would need administrative privileges or the localmls access permissions set properly for the user.
