Windows Defender encountered an error 0x800106ba when I want to turn on and I can not turn on always stay out of

Over the past 2 weeks I have problems with my computer.

I had one Untitled google crome and google crome open at the same time. My google email after I report the problem and for some time, had a page doesn't not close only before the report my problem several times, my connection to the internet goes out and always when I opened the computer sent information to report the wireless off.
When I try to open Windows Defender could not open always report a problem with a code.
Why should I do to activate Windows Defender?

I can only answer to your "Windows Defender" problem...

If you have the following AV, antivirus, programs installed, close your Windows Defender. Purpose of these AVs have their own advocates. 2 defenders on the same machine will create conflicts.
Bottom line: it's ok. It's normal.
List of AVs which will stop Windows Defender:
Norton
McAfee
AVG
Microsoft Security Essentials

If you don't have AV programs above, here's how to restart Windows Defender:

Start button > in the search box, typeServices > press the Enter key > scroll to find Windows Defender, click on it >...
topic status , it must be said... Has begun
under Startup Type, it must be said... Automatic
If it does not say that, right click on Windows Defender > click Properties >
in Startup Type, click on the pointer to the right and select automatic

    I don't see how MSE/Defender might logically have caused a problem with the firewall, but let's try this... we know all two computers (and computer users) sometimes do strange things.

    Make sure Windows Defender is disabled: http://windows.microsoft.com/en-US/windows-vista/Turn-Windows-Defender-on-or-off

    Uninstall the MSE of control panel and if necessary, use this link: http://support.microsoft.com/kb/2483120 to include running the Fix it Tool if you need to.

    Restart the computer.

    Then reinstall MSE using an installation file fresh from here.  During the installation you expected to have the opportunity to market the Windows FW.   Give it a try.

    If this does not work, you may need to try the MS Support.
