  I found the solution to this problem. I went to another Windows help forum. It is to reset the Windows Update program. I tried the one here on the Microsoft site, and it did not work. But I tried this one http://wind8apps.com/windows-update-error-code-8024a000/ and the fist solution worked like a charm. He fixed the update and install issues with Powershell 2.0.   Well guys, that it left me speechless.  I recently inherited a laptop from a friend who is fairly new and in good condition.  The laptop, a Toshiba Techra A9, installed Windows Vista Ultimate.  The problem that I seem to have with the laptop is that it will start Windows in normal mode but gets up to a certain point and then hangs up.  I can hear the drive trying to be rolled up and continues to make a rattling noise, similar to a folder that jumps.  The funny thing is that I can turn the machine off and restart in SafeMode w / networking with no problems.  I tried a hard drive cool to think the problem could be a faulty drive, however, the new drive does the same thing.  I installed Vista via the Toshiba Recovery CD, and from the beginning for the first time Windows has frozen, the new hard drive making the same noise as the old.  Anyone out there have any ideas why this is happening?  Install a new hard drive and having the same problem son believe me that it is related Windows or I'll have another hardware problem elsewhere on the machine.  Thank you!!
