  You will need to uninstall Norton... You'd better go to their website for their removal tool. Simply uninstalling was reported to leave artifacts that still block Windows Defender.

  In fact, Norton can offer better protection, but of how much better, you could try a search for comments and/or a comparison... Norton will probably slow down your machine more than the Defender, but I have not tried lately to say how much.

  I totally agree with PML, you should be able to set up IE and then go to the Windows updates from there, once you get on the Windows Update site it will scan your system and implement critical updates and optional updates SP2 and SP3 should be on the list. It's a way to force an immediate update.

  I have now solved this problem, but the information was not particularly explicit. I have copied the Vista file through to the correct location on W8.1, but had a few error messages (sorry did not had the time to do a note). In the end, I did things work by renaming the W8.1 file by adding "Old" to the front of the name of the folder and rename the folder of Vista (which was something completely different from that of the W8.1 file, but without the 'old' in mind, of course.

  There may be ways easier, but after a few weeks, I was just happy to come to the conclusion that I wanted.
