Windows Xp work too fast? What should do?

Hello, I have a strange problem rerally: I instaled windows xp with Sp3 2002 and some programs/games my windows work too quickly. I mean, counter-strike 1.6 i'mm run faster than others (such as the use of cheats), my clock runs faster too.
How can I solve this problem? the information of my pc is:
System:
Windows Xp Sp3 2002
Computer:
AMD Athlon (TM) 64 X 2 double
Processor Core 4400 +.
2.31 Ghz 2 GB RAM
Video card:
2 Vaizdo Plokste Radeon X 1300/1550 series 256 MB internal DAC (400 MHz)
