I guess that your link will take you to another page in your application.
If this is the case, I think that your link is missing from the session id.

How can I create the html elements, including a horizontal line in an html area filled with items. I want to use this horizontal line to part elements optically. Moreover, my solution for now is to group the elements belonging together in a separate html area. So I have now 3 parts of html, each filled with 5 columns of elements. I have a request of white single page, in which I created an HTML region and adding an HTML table with 4 columns that shows some data. However, I would like to customize the CSS so that I can add good borders, colors, fonts, etc. for this table table. My question is
1. I went to settings-> cascading style sheets and it shows nothing. I have the option create. I need to create a new CSS? I thought it should be just the case of adding my own class in an existing css file
2. If I modify the CSS that would affect all applications? I just want to change my request specifically.
3. can we use CSS added to my html region?

"configurations"? What/where is it?
If you're referring to components shared > Cascading Style Sheets, whereas these are files that they must be downloaded initially. If the file is small, enough it can then be edited in place, otherwise the file must be modified outside the APEX and downloaded again.
