  If he has problems with the update or the permissions then simpler is to download the full version and trash the version currently installed to do a clean install of the new version.

  Basically when I click on it with winrar (ran as admin) said

  what I did incase anyone share a similar problem...

  Don't know why I didn't do it before but basically

  Right click > properties > advanced > down encryption > details > and installed a new certificate in the file allowing me access

  This can only have been possible because my old OS user name again was the same with practically everything he should have allowed the new key

  and he wasn't on it at all, bitlocker unless bitlocker is included in all the windows encryption

  To activate the full administrative privileges with a normal Windows 7 user account:

  Open an administrative command prompt (right click; Run as administrator)
  Type "net user administrator activate: 'Yes and press ENTER."
