Hi Tom,
Create a new profile on the computer and check if the problem persists. If this is not the case, the other profile is corrupt. To create a new user profile, you can see the article mentioned below for the procedure.

There is an available for installation of SP3 Cd
Manually installing SP3 using the Microsoft Download Center or a CD
If you have problems to receive the service pack from Windows Update, you can download SP3 as a standalone package from the Microsoft Download Center Web site, and then install SP3 manually. The installation package is intended for it professionals and developers, but you can always download and install this file.
You can also order a CD from Microsoft containing SP3. For more information, go to the Microsoft site.
To manually install SP3 using the standalone package installation or CDDo one of the following:
If you downloaded SP3 from the Web site, to install it immediately, click Open or run and follow the instructions on the screen. To install the program later, click on save and download the file to install it on your computer. When you are ready to install the service pack, double-click the file.
If you install SP3 from the Service Pack 3 CD, insert the disc into your computer with your current version of Windows XP running, and Software Update Installation Wizard should appear automatically. If this wizard does not appear, click Start, double-click my computer, click on your CD or DVD drive and then click AutoPlay.
In Windows XP Service Pack 3 page, click Next.
Follow the instructions that appear on your screen.
Once the installation is complete, click Finish to restart your computer.
If you disabled your antivirus software, turn it back on.

I connect through a limited user account. But if I need to install a program. I seem to be able to do by typing the admin password when prompted
If I install something, so lets say java and I make it from the account of limited user, but with the password admin, what negative results, if any, may come from it?
What to remove programs, is it ok to leave the limited with the password for the admin user account >?

As long as you are in possession of the admin password, you can install, Uninstall, change settings etc, in a standard user account (limited user account).
There is no (negative) disadvantage of doing. For the benefits of others looking for answers, please mark as answer suggestion if it solves your problem.

TOSHIBA Power Saver does not work with the limited user account
Hello
This same question has been posted in 2006 - not by me - with no successful response. I try again.
If you create a user with the account of restrictions (member of the local USERS group) under XP, it cannot manage or power options Windows embedded and the Toshiba Power Saving tool.
I managed, working on the file and registry permissions, to have power options Windows works. But I can not yet launch the Toshiba Power Saving tool, it always skip - rises the box 'you have no rights. "Is there really anything I can do to work around this problem?
Thank you
Yes:
Log in as administrator
Run the Toshiba Power Saver
Go to "configuration Options".

Limited user account type?
Last night I reloaded XP pro on a new HARD drive on Dell Latitude C610 laptop mt after that last one of them crashed. When considering the types of user accounts I see administrator and limited. This is not the first time I rebooted XP but it's the first time I see the designation limited to the account type. In the past, I always saw the types of user accounts, user with power, as well as other comments. The CD has SP2 on it and I don't want to upgrade to SP3, until I have find what is happening.
Never mind. I just received a response from Tekzilla. Thank you

Satellite M40-307: accessibility utility does not work with the limited user account
Hello everyone,
I have a Satellite M40-307 (PSM44E), and I had a problem with the utility "accessibility", which displays an icon in the notification bar of Windows XP, to inform the user if the "Fn" key is active or not.
This utility would not work for the administrator would not worry so much, because the administrator is supposed to know what he does. But the limited user doesn't have access, that bother anymore.
In Administrator, this utility works quite well. But during a session of limited user, if I try to launch it in [runas / user: admin "C:\Program Files\TOSHIBA\Windows Utilities\TACSPROP.exe"],
I am replied that the file TCMSVR. DLL is not found. If I launch normally, a message tells me that this utility requires that I am logged on as administrator. So, what can I do to use this utility normally, i.e. in a limited user Sessiona? *
Hello
Well, you should try to activate the rights for the TACSPROP.exe.
To do this, you must enter the operating system as an administrator.
Choose the application, right click. There is a Security tab. Here, you need to activate the permissions for all users. -
UAC Patcher with limited user account
I am referring to a section of documentation:
'Control (UAC) correction (Windows) user accounts' located at
http://msdn.Microsoft.com/en-us/library/Windows/desktop/aa372388%28V=vs.85%29.aspx
I am interested especially in the part:
"If the application was installed on Windows XP, the application must also have been installed from removable media, like a CD-ROM disc or DVD. This restriction does not apply if the application has been installed on Windows Vista. »
I heard a rumor that this restriction has been removed in Windows Installer 4.0. The source of this rumor:
Is this true? I couldn't find any changelog Windows Installer. I have found that it's a ( http://msdn.microsoft.com/en-us/library/windows/desktop/aa372796%28v=vs.85%29.aspx ), but there is no direct comparison between 3.1 and 4.0. There is only the comparison associated 5.0 it.
If this rumor is true and restriction of installation from removable media in Windows XP has been removed, then I would like to know, what should I do now. I already install applications to client machines only with Windows Installer 3.1. Is it necessary to uninstall my applications to client machines, then install Windows Installer 4.0 (or 4.5) and then again install my apps? Or is it enough to install only Windows Installer 4.0 and apply the patch created by Windows Installer 4.0?

Missing "run as" option of context solely on 'limited' user accounts
Like "admin", my context menu lists "run as". In my (limited) internet accounts, 'run as' does not appear in the context menu. I wouldn't be on the internet while being logged in as "admin" for security reasons. I ran Shell Menu View (NirSoft) and everything looks good for 'run as' (It is on and I have not "extended").
I looked at NirSoft FAQ, and he could not understand. (I have Win XP pro 32 bit SP3 all updated properly.) "I have a lot of different programs on this PC I could uninstall if necessary, in the case that could cause this.)Hello
I suggest to take a look at the article mentioned below and follow the steps mentioned in the article.
