• I have a disc for photoshop elements 13 and 13 items first.  My laptop doesn't have a hard drive, so I downloaded first elements of your site using my serial number but I can't the same thing with photoshop elements.

  • Looks like you have some issues causing third-party plugins installed here.
  • Holding the SHIFT key launch PS and click Yes at the prompt, see if that does the trick.

  I went through 2 hard drives on the same computer.  I can't disable my install previous, because operating systems it had installed no longer exist.  2 hard drive crashes.  How can I disable my old computers when they no longer exist?

  If you do not have a cross-platform license, then it does not work for Windows and Mac.  If you're talking about one of the newer versions of PE then chances are it is not a cross-platform license.
