I can't find the xps Viewer or an xps printer to add and remove programs and do a right click Delete says access denied when I try to remove it features and the location of the printer. It seems that other things are missing in Add and remove programs feature tool - is there a way to repopulate it? Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode. Note that some viruses can hide from your normal antivirus program, so you really need to scan in Safe Mode. As the "Show updates" box is NOT checked, pretty much everything shown in Add / Remove programs other than "Windows Service Pack 3" is safe to delete.
If you'll be glad later is another story.
If you don't know what a given application, you can either Google it or ask here and someone will probably be able to tell you what it is and if it is likely that any other thing depends on the application. For example, it is 'safe' remove the different versions of Microsoft .NET Framework, but this would almost certainly result in another application no longer able to function.
