  For tax reasons, it is not possible to change the country associated with an existing Adobe ID. To work around the problem, you can create a new Adobe ID to the e-mail address associated with your current Adobe ID.

  Verify that your region settings are correct in Windows: go to start, Control Panel, clock, language and region, region and language.   Have you tried changing the location in the control panel?

  Method 1:
  If you have not tried to change the location in the Control Panel, try the following steps:

  a. open the Run window by pressing on Windows Key + R.

  b. open the Control Panel by typing the command in the run window.

  c. now click on region, then change location.

  d. on the tab location in the drop-down list select Canada location and then click OK to apply the changes.

  Reset the Windows Store Cache.
  a. press Windows + R on your keyboard to open the Run dialog box.

  b. type WSReset.exe, and then click/click on OK.

  What it/where you buy should match your country of registration

  If you bought something on a US site, I don't think that you will be able to activate it outside the United States

  I bought an unlocked phone from T-Mobile in the United States which I use with an inLuxor of sim card Etisalat, the Egypt, where I live now.  I have no problem that the following exception:

  I can't use my list of contacts to make calls because the Egyptians cell phone numbers begin with 0 and my blackberry automatically adds a sign before the number as a number of foreigh - which makes the invalid number.  So I have to dial the numbers that I use more again and again.

  Has anyone had a similar experience and can advise me how to fix this?
