  Just to let you know I was trying your solution and noticed windows loading a few updates (19). I let windows 7 do its thing and restarted the computer and now it seems that my audio program WaveLab Essentials 7 working again. So I go back to the old saying "don't fix if not broken".   OK guys, I FOUND THE SOLUTION by chance.
