  They have their own accounts - they do not need to have separate accounts for use with iCloud and iTunes, they can use the same account for both (even if there is nothing prevents them to have separate iTunes and accounts iCloud).

  You say that you have family sharing, I guess you currently have 'request to buy' you create child accounts for them. If you don't then these accounts (until they become of adults) can exist within the family sharing, you cannot just to dissolve the family - their accounts would be either needs to be transferred to another group, family or deleted.
