Are there any modules/layout page/flexible groups in Indesign?

I don't have Indesign and I just want to make sure that it has this feature until I have buy my business.
I create a checklist document that will be delivered to customers with a number of notes. The checklist will be formatted as follows:

Cheque or a list item X
_____________________________

Remarks remarks remarks

Description Description.


I have about 80 of these list items, and I would like to create each of them as a group, such that if the notes and description are too large, they will push all future groups to the bottom of the page or on another page so that they do not overlap. I was originally going to do everything in photoshop, but each area note its highly customized for each client I have, and formatted manually it would be a pain in the thigh. Is this a possible feature in indesign? Or should I say just a way to make it look nice in Word and save me the trouble? Thank you in advance for your help! Let me know if I made sense.
